A State model of social welfare can not set up a philosophical retoric or an option of a political system, but a sovereign imperative for the survival of contemporary societies. This study, with a eminently theoretical base, integrates conceptions of distinct fields of research - such as psychology, sociology and public policy - with the purpose to analyze social risk factors, for the adult population, resulting from the implementation of public austerity policies. If on the State`s side is a clear understanding of the citizen`s obligations, explicit in legal norms or implicit in citizenship attitudes and behaviors that the State expects from a nation, that is a "good student", from a sitizens` side it is expected that they claim their rights acquired from the effort and from the contributions to which they are bound. The prevailing austerity policies change the central axis of a relation that requires balance; simultaneously, reflecting the hegemony of the State`s power in arenas of exercise established in economic markers, suggest that, in theory, psychological contracts may be in successful rupture. It will be in the State`s social responsibility that new dynamics, which respond to new societal formats and to new forms of protection for the citizens, have to emerge. – (International Journal of Developmental and Educational Psychology = INFAD Revista de Psicologia ; ano 25, № 1-vol. 2) .
